Ryann Rathbone
Ryann Rathbone is a Psychiatric Mental Health Nurse Practitioner and founder of Clear Water Psychiatry & Wellness, a thriving outpatient practice serving Austin and surrounding communities. With a background in marketing and advanced nursing degrees from the University of Texas at Austin, she brings a unique blend of clinical expertise and human-centered care to her work. Ryann has experience across inpatient psychiatry, substance use treatment, and private practice, and is deeply committed to a holistic approach that integrates evidence-based care with compassion, connection, and whole-person wellness. Inspired by her own experiences with loss and healing, she is dedicated to creating spaces where individuals are treated with dignity, respect, and the care of a cherished family member.

Travis Smith is Co-Founder and Co-CEO of Refuel Operating Company, a multi-state convenience retail platform he has grown through strategic acquisitions since 2016. With a background in law and executive leadership, he has held roles including Chief Development Officer and General Counsel, with prior experience at Susser Holdings, Sunoco, and Locke Lord LLP. Travis brings a deeply personal commitment to recovery, driven by his own journey, and is passionate about expanding access to high-quality treatment and supporting individuals and families on their path to healing.

Charles Thibodeaux, LCDC, BAAS, is a Licensed Chemical Dependency Counselor with over 30 years of experience in substance use treatment, public health, and harm reduction. A pioneer in Texas harm reduction, he helped launch the state’s first underground syringe service program and co-founded both the Texas Overdose Naloxone Initiative (TONI) and the Texas Harm Reduction Alliance (THRA). Charles has trained communities statewide in overdose prevention and continues to expand access to life-saving resources, including naloxone, while connecting individuals to compassionate, evidence-based care.
